According to a news release on its Facebook page, the Parkersburg Police Department has prosecuted and arrested two males over the past two months for soliciting a juvenile after conducting two independent investigations.
The Parkersburg Police Department started corresponding with James Ricky Wiggins, 55, of Dawsonville, Georgia, on social media in December 2022 as part of its investigation. Wiggins thought the person he was corresponding with was a 15-year-old girl.
Wiggins sent multiple pictures of his face and his entire body while talking about having sex with the 15-year-old girl. Additionally, Wiggins provided numerous films of himself having sex with himself and tried to get the woman to send nude photos of herself and have sex with herself on video chat so he could watch.
Investigators discovered Wiggins worked at a nearby funeral home and was a deputy county coroner for the Dawson County Georgia Coroners Office. Parkersburg Police conducted their investigation and created a search warrant for Wiggins’ home after contacting the Georgia Bureau of Investigation. Investigators allegedly discovered child pornography on Wiggins after the search.
On January 10, a Parkersburg Police detective went to Georgia to meet with GBI detectives and arrested Wiggins. Wiggins was detained at the Dawson County Jail on two counts of sexual exploitation of children that the GBI filed, as well as for fleeing justice from West Virginia, where he is accused of using pornographic material to seduce a kid.
Parkersburg Wiggins was extradited to Parkersburg by police from Dawson County on January 20. He will appear before a Wood County Magistrate on Friday when a bond will be set.
In the second instance involving Christopher Allen Payton, 33, of Marietta, Ohio, the Parkersburg Police Department started corresponding with Payton on social media in January 2023. Payton thought the chat partner was a female teen.

Payton talked about having sex with the young girl and provided her with three photographs of his genitalia and countless pictures of his face. On January 17, he went to a site in Parkersburg to meet the young girl and have sex with her when he was met by police officials and put into custody.
Payton was charged with one count of using a computer to solicit a minor. In Wood County Magistrate Court, where he was captured, his bond was set at $35,000. Payton was detained at the North Central Regional Jail after failing to post bail.
